In 1793, the war between France and England, increased the hazards of the American sailor's life. Both sides preyed on American shipping for the supplies and ships they so badly needed. England, also, began stopping American ships on the high seas and kidnapping sailors. The English were fighting for their lives, and their chief weapon was the navy, which sorely needed men. Claiming that those removed from American ships were lawful subjects of the Crown, the English were not fussy about credentials. Although American sailors took to carrying identification papers, these failed to impress their captors.
